What is ILEETA?

 

ILEETA, the International Law Enforcement Educators and Trainers Association, is a professional membership based organization that is dedicated to serving the professional needs of its members.  This is done by: publishing a quarterly periodical, The ILEETA Digest; presenting an annual international training conference and expo; securing as many professional benefits as possible; and striving to serve the professional needs of the membership.  The strength of ILEETA membership numbers will allow the membership to reap significant benefits.   TOP

  

Why was ILEETA formed?

 

ILEETA was formed to serve the men and women who are dedicated to educating and training members of the criminal justice community throughout the world. While most members are from the United States, ILEETA welcomes legitimate members from virtually any nation. As nations continue to cooperate with each other, it becomes clear that the international aspects of delivering education and training to society's protectors is more important as critical issues, such as terrorism, reach virtually every nation. This association will always encourage cooperation among all members and the sharing of as much information as possible. As the philosopher Francis Bacon said, "Knowledge is Power" and ILEETA will do all that it can to help increase the knowledge of its members. Our mission and organizational motto is "Wisdom and Courage Through Knowledge and Skill."   TOP

  

How is ILEETA structured?

 

ILEETA is permanently headquartered in the mid-America area of Twin Lakes, Wisconsin.  Ed Nowicki is the permanent executive director and there is an appointed advisory board of professional educators and trainers that works with Ed in directing the association.  The varied backgrounds of the advisory board members allow the them to bring specific expertise that will benefit the diverse needs of the ILEETA membership.  The permanent executive director position and permanent headquarters location will provide continuity to the association.  Loss of continuity frequently occurs when there is a change in leadership or organizational structure.  This type of conflict and struggle can undermine an association’s mission and detract from serving the needs of its members.  Members can reap the benefits of ILEETA membership without the burden of organizational politics.  If the organization were structured in the same manner as many other organizations, in essence, this would be re-inventing the broken wheel.  We want to build our “wheel” better, and go faster and farther than any others.  There can be no “buck passing” with this organizational structure either, because “the buck” will stop with the executive director.  ILEETA is directed by an active law enforcement trainer and educator, and he has both the leadership experience and the management base needed to meet the many challenges of the future.  Ed Nowicki has been a full-time law enforcement trainer for over 20 years and he continues to actively train law enforcement personnel across the United States.  Additionally, Ed has the added experience of effectively running a law enforcement training association.  The advisory board and Ed will keep member benefits as the central focus for ILEETA.   TOP

 

What are Ed Nowicki’s thoughts on leading ILEETA?

 

“I see this position as one of honor, and I will do all that I can to serve the members of ILEETA.  I will take the high road and not say unkind words about others or other associations – this is an absolute!  I believe that ILEETA should be judged by what it actually does for its members, and not by talking bad about others or other associations.  I promise you that I will dedicate myself to serving the entire ILEETA membership.  All ILEETA members will be treated with respect and dignity, and there will be no ‘special’ members.  I will do all that I can to see that you get more than what you pay for in your annual dues, and my mission is to provide you with more than what you expect from ILEETA.  If you are an active law enforcement educator or trainer, you won’t be able to afford not being an ILEETA member.  I realize how the financial costs of high management salaries and management benefits can seriously drain resources.  This top heavy, bottom empty approach to running an association does nothing but take benefits away from the members and reward management.  I will strive to secure genuine law enforcement educator and trainer benefits that can impact as many members as possible.  I want to keep our membership dues low along with our overhead.  The annual seminar tuition will be as low as possible.  I am more than willing to discuss my position on steering ILEETA into the future with any members or potential members.”    TOP

  

What are the benefits of ILEETA membership?

 

ILEETA will publish an official quarterly periodical, The ILEETA Digest and The ILEETA e-bulletin.  Additionally, members will receive FREE subscriptions to many other professional periodicals.  The current FREE subscription list includes (some subscriptions may be limited to the U.S. or there may be other publisher restrictions, such as additional postage fees): Police and Security News, Police, Law Officer, Law and Order, The ILEETA Chronicle and The Use of Force Journal.  Additionally, other periodicals offer discounts and special subscription rates, which include Law Enforcement News and The Police Marksman.  These are just some of the benefits of membership.  ILEETA members will also receive low tuition for the annual international training conference.  Additionally, ILEETA will continue to do all that it can to secure as many professional benefits as possible for all its members.  We will not over promise and under deliver.  We will not accept organizational politics and bickering, but diverse opinions relating to law enforcement education and training will be encouraged.  We will focus on the positive by providing members as many benefits as possible.  We exist to serve our members and we will do all that we can to see that we always keep that focus.   TOP

  

What is The ILEETA e-Bulletin ?

 

The ILEETA e-Bulletin is a special e-mail that is sent to ILEETA members that is non-commercial in nature.  This is ILEETA’s way of sharing late breaking information that can be of benefit to all ILEETA members or the law enforcement community in general.  The information may also be of a timely nature, i.e., where deadlines exist.  The e-Bulletin will not be published on any regular basis.  There may be times when the e-Bulletin is published a few times each month, and there may be times when it is not published for many months.   TOP

  

Will any ILEETA publication include advertising?

 

No.  We feel that our mission is to provide information that is non-commercial in nature.  The magazines that provide free subscriptions to our members carry advertising.  We will, however, list corporate sponsors in The ILEETA Digest, and on the ILEETA web site.   TOP

  

Who can be a member of ILEETA?

 

Membership in ILEETA is select, that is, you must be involved in the delivery of education or training to the criminal justice community by being a valid educator, trainer, or supervisor or manager of criminal justice education or training.  There are no associate members, student members, nor can just any law enforcement officer or criminal justice professional become a member.  ILEETA wasn’t formed to get members just for the sake of membership numbers, or as an added source of income.  A member of the criminal justice community includes: law enforcement; probation and parole; corrections; legitimate private security (these will be verified); and select military personnel.  If there are any doubts about the legitimacy of an individual being an ILEETA member, a letter of reference from a law enforcement agency supervisor or manager will be required.  We are very select in deciding who can be an ILEETA member and it will stay that way.  This isn’t cronyism – it is professionalism!   TOP

  

Does ILEETA have corporate sponsors?

 

Yes.  Corporations can become a yearly corporate sponsor by donating products or services that can be used by the membership during the year or at the annual conference.  For example, a publisher of a law enforcement periodical provides free or discounted subscriptions to ILEETA members.  That publisher would be granted a corporate sponsorship.  The value must exceed $500 and have universal value to the members or the association.  If there is any confusion on whether a potential corporate sponsor is deserving of being granted a corporate sponsorship, then the Executive Director may consult with the Advisory Board to resolve the question.  An “ILEETA Corporate Sponsor” can state in any publication or advertising that they are a corporate sponsor by stating “ILEETA Corporate Sponsor” or “International Law Enforcement Educators and Trainers Association Corporate Sponsor,” and use the ILEETA logo.  The logo may only be used along with one of the two listed quoted statements as corporate sponsors.  Being a corporate sponsor does not mean that ILEETA officially endorses, recommends or approves of any specific product or services.  Corporate sponsors show their support for ILEETA, and we are pleased to have them provide benefits or services to our members.   TOP

  

How much are ILEETA dues?

 

Dues are just $50 annually for US members and expire 12 months from the month in which an individual joins.  Membership dues are $55 annually outside of the US, in order to cover additional mailing costs.   TOP

 

Will ILEETA share its mailing list or other member information with others?

 

No.  There is one exception – we will need to send membership mailing information to law enforcement periodical publishers, who will just use the information to send free subscriptions to those members.  If there is any other mailing that is sent to the ILEETA membership, it will only originate from our offices.  We will not provide your information to any others.   TOP

  

Will ILEETA become involved in certifying instructors?

 

Absolutely not!  ILEETA’s role is to serve the members by providing membership benefits, and not impose self-initiated standards on saying who is and who is not instructor “certified.”  For example, almost all 50 of the states in the U.S. have some type of POST Council or Training and Standards Board that imposes some type of instructor certification.  We may offer various instructor development programs at our annual international training conference. ILEETA also may, at its annual international training conference, offer instructor certification programs that are specifically “certified” in a specialized area by a private company.  If certain states accept a specific type of company instructor certification, that’s fine since it is the particular state’s decision.  ILEETA, however, will not grant the certification.   TOP

  

Where will ILEETA’s Annual International Training Conference be held?

 

The conference will be held in the greater Chicago area during the spring of each year.  Since most ILEETA members will be from the U.S., the central part of the nation will be equally convenient to members from the North, South, East and West.  The hotel will be located near Chicago’s O’Hare International Airport.  During ILEETA’s early years, it will also be easy to coordinate efforts, since the location is only about an hour drive from ILEETA headquarters.  We will also do all that we can to keep our conference tuition as low as possible.   TOP

  

Will ILEETA get money back from the host hotel at the annual conference?

 

No.  We find this policy of rebates, kickbacks, commissions or whatever they are called, inappropriate for an organization even if the policy is disclosed.  We will absolutely do our best to always negotiate the lowest possible hotel rate.  It may also be possible to search via the Internet or elsewhere and get a cheaper hotel rate.  If you can do so, then please do so.  Members may also want to stay at another hotel.  We see the policy of having member money funneled back from the host hotel as a policy that penalizes attendees who are non-commuters to the conference.  The attendees who require lodging, in essence, are paying more to attend the conference than commuters.  This is blatantly unfair by placing a higher financial burden on the non-commuters who already have a higher financial burden with added lodging, meals and airfare.  This type of policy is a de facto way of creating two classes of membership.  We want to be fair to all members.  If we need to pay more for meeting room space, then we will slightly increase tuition costs in order to be fair to all members attending the conference.  We will do what we can to always be fair to all our members, whether this concerns the conference or other activities.   TOP

  

Will ILEETA provide scholarships to needy members?

 

Yes, each and every year, full tuition, hotel, travel and meals scholarships to the annual international training conference will be given to ILEETA members – this is a guarantee.  This will require the submission of an application that lists what exactly the scholarship applicant must submit with the application.  The scholarships awarded will be based on need, impact on the delivery of training or education, and other relevant criteria.  ILEETA will attempt to provide a minimum of two scholarships to each annual conference.   TOP

  

How will conference instructors be selected each year?

 

A committee will be selected in order to choose instructors for the annual conference.  Criteria used to select presenters will be, but not limited to: potential benefit to a large group of conference participants; instructor reputation; organization of the proposal submitted; and, other valid factors.  Instructors selected will receive free registration for the entire conference.  Remember, ILEETA is dedicated to serving the members by providing benefits and by being fair.   TOP

  

Will there be door prizes given at the ILEETA conference?

 

Yes.  ILEETA will ethically solicit appropriate prizes from the many vendors that offer equipment and services to the criminal justice community.  These prizes may be distributed in many fashions, which could include: random drawings; recruitment awards; or, be given to all participants.  Also, at least one handgun will be given away (this is an absolute certainty!) as an award during each annual conference (international members may have certain restrictions).  ILEETA takes a very strong position that we trust the men and women who train and educate those that protect society.  We will never lose that trust.   TOP
