Jim Smith

Jim Smith has been involved in law enforcement and law enforcement training since 1970. He started his career as a Military Policeman, when he served in both stateside and Viet Nam MP Units. In 1973 he began his formal law enforcement career with the Fair Lawn (NJ) Police Department.  In 1976 he migrated back to Wisconsin, where he served with the Lake Geneva Police Dept, The Kenosha County District Attorney’s Office and the Kenosha County Sheriff’s Department. From 1988 to 1994 he served as Chief Of Police for the Village of Lakemoor (IL), the Town Of Randall (WI), and the Village Of Round Lake Heights (IL).

In 1994 he accepted a position with Northeast Multi-Regional Training Inc. (NEMRT) in North Aurora, IL, as a Site Supervisor and Field Representative. As a Site supervisor he was responsible for the administration of the 360 - hour Part Time Police Recruit School. As Field Representative he developed and implemented (and taught) custom training programs for various agencies that served by NEMRT.

In 1996 after he and his family relocated to the Central New York Town of New Hartford to care for a an ailing family member, he began an association with the National Criminal Justice Training Council, where he has served as an advisor, consultant and contract trainer; co-teaching the OCAT™, PATH™ and Use Of Force Instructor programs throughout the country. Additionally, he developed and taught several school violence and anti-terrorism programs for various agencies and organizations. In the Spring of 2002, he was appointed a Police Officer for the Village of Port Byron (NY) Police Department, where he is assigned exclusively as a School Resource Officer.

Jim is a Charter Member of ASLET, Founding Member and current Advisory Board Member of the Illinois Police Instructor Trainers Association (IPITA), a former advisor and Volunteer Associate Director of the National Institute Of Ethics (NIE), a current Advisory Board Member of the Center For Homeland Security Studies (CHSS) and a Charter Member and current Advisory Board Member of The International Law Enforcement Educators and Trainers Association (ILEETA)

He has written several articles over the years, for publications such as Police Marksman, American Police Beat, and Police and Security News. In addition he writes regular columns for the Illinois Police Instructor Trainers Association Newsletter (IPITA), The ILEETA Use Of Force Journal and The ILEETA Digest.

He is a graduate of the Northwestern University Traffic Institute’s Executive Management Program (EMP 94-01), the Southern Police Institute’s Command Officers Development Course (CODC 9th Session) and the State University Of New York Excelsior College.
