Special General Session – Using Risk Management Concepts in Protecting Our Officers, presented by nationally renowned speaker, expert, and retired California Highway Patrol Captain Gordon Graham, a practicing attorney. This informative and captivating speaker will address: how to recognize and train “threshold” incidents; how to train for high-risk, low-frequency tasks; how post-incident strategies impact training; how to make sure that officers understand their core and critical duties; recommendations for inspections; and, other important areas. This program is presented on Saturday, April 21, 2006 from 1:00 p.m. to 5:00 p.m. and is offered FREE OF CHARGE to any law enforcement officers, spouses and significant others. Prisoner Control Tactics for the Female or Smaller Officer – Presenter Steve Anderson This course will demonstrate simple techniques for vertical control of violent prisoners, realistic takedowns and ground control if necessary, and escort techniques designed to take larger and stronger prisoners into custody. This course is also designed for trainers to help them understand what it is they are teaching and why. It will show them how to defeat stronger and larger prisoners without using systems or unrealistic techniques. These techniques are easy to show and easy to remember. It will give students true depth of knowledge. It can build or add to any program that you are currently teaching and will minimize any injuries to officers or prisoners. There is a $20 fee for this course. Instructor Certification and Armorer Track – This is an 8-hour course. Troy Arce is a retired Combat Rescue Officer/Pararescueman. During his tenure he served as an Operator, Instructor, Instructor Supervisor, Superintendent, Officer In Charge, and Detachment Commander in the Global War on Terrorism. Troy has recent experience working as an advisor in Kabul, Afghanistan. He was also the NCOIC of the Pararescue Advanced Weapons School at Nellis, AFB Nevada. Troy also is a Rangemaster at Gunsite Training Academy for several disciplines. Investigating Officer Involved Shootings – Presenter Alexis ArtwohlAre your officers prepared for the aftermath of an officer-involved shooting? Do the investigators in your area understand the complex dynamics in the psychology of combat? Help your officers be better trained for aftermath, which is often more stressful than the shooting itself. Dr. Artwohl will review the research on the psychology of combat and how it relates to investigations. In addition to reviewing the research, she has drawn together the experiences of officers, investigators, attorneys, union officials, and command staff, and will pass on to you their collective wisdom about what works well when investigating these complex, high profile events. There is no fee for this course. Officer Safety and Use of Force Track -- This is a 4-hour course. Alexis Artwohl, Ph.D., is an internationally recognized behavioral science consultant to law enforcement as a trainer, researcher, and author. She is an advisory board member to the Force Science Research Center and ILEETA. Her areas of training include: achieving peak performance in high stress situations, preparing to survive deadly force encounters, and investigating officer-involved shootings. Dr. Artwohl is co-author of the book Deadly Force Encounters: What Cops Need to Know to Mentally Prepare for and Survive a Gunfight. Computer Workshop and File Exchange – Facilitators Steve Ashley and Dave Gerber ILEETA Members typically make extensive use of computer technology in their work. Laptops, PowerPoint, LCD projectors, video files, and website issues are only some of the ways that Members are challenged to keep up with current technology. This session is an informal workshop – discussion on the above topics will be included, as well as any other questions that attendees have. Bring your laptop: We'll have wireless Internet in the classroom. Plan on exchanging files, so bring your USB flashdrives, etc. Demonstrations may be included if appropriate. You don't need to be a "computer geek" to participate: all will benefit and have fun! There is no fee for this course. Instructor Development Track – This is a 4-hour course. Steve Ashley is a Charter Member of ILEETA, a member of the ILEETA Advisory Board, and the ILEETA WebMaster. Steve spent 15 years as a full time police officer, and 12 years as a full time risk manager, specializing in law enforcement issues. A police trainer for over 20 years, he has trained many instructors in high risk topics such as firearms, driving, and other use of force subjects. Steve has over 20 years of experience with computers, and writes computer and technology columns for several publications, including Police & Security News, Law Officer and Officer.com. Dave Gerber is the Training Coordinator for the Walworth County Sheriff's Department. Dave is also an adjunct faculty member at Gateway Technical College in Wisconsin. Dave is an experienced computer user, and is accomplished at working with video presentation materials and PowerPoint. Enhancing Safety and Reducing Liability: The Trainer is the Key – Presenter Steve Ashley What gets you hurt is what gets you sued. Surviving the aftermath is just as important as surviving the incident. The trainer is the key person in every department's efforts to reduce officer injuries and mitigate liability. This course will examine common flaws in current training methodologies, and will suggest ways that trainers can enhance their effectiveness. Use of Force, pursuit, and other high risk law enforcement activities will be discussed. Force continuums, policies, and training documentation will be reviewed. Existing paradigms will be challenged. This thought provoking class is geared toward all trainers and training supervisors. There is no fee for this course. Instructor Development Track – This is a 1.75-hour course. Steve is a Charter Member of ILEETA, and a member of the ILEETA Advisory Board. Steve spent 15 years as a full time police officer, and 12 years as a full time risk manager, specializing in law enforcement issues. Panel of Experts on Deadly Force Training – Moderator Massad Ayoob The attendees will learn and debate latest trends in deadly force training and litigation. They will interact with a panel of experts chosen from among top-ranked instructors and attendees in this and related fields. There is no fee for this course. Officer Safety and Use of Force Track – This is a 4-hour course. Massad Ayoob has been a presenter at all ILEETA conferences, and at most ASLET conferences. He has been teaching deadly force to police since early 1970s, and has taught deadly force to LE on four continents. Airsoft Enhanced Scenario Based Training – Presenter Shawn Beane Introduce Airsoft as a scenario based training tool. Modern gas and electric powered Airsoft replica's are easier, safer and more versatile for most law enforcement and military scenario based training than most currently used methods and at a considerably less expense. There is no fee for this course. Officer Safety and Use of Force Track – This is a 4-hour course. Shawn Beane has been in law enforcement since 1977 and has spent that time teaching firearms, defensive tactics, officer survival, special operations, and less lethal alternatives. Shawn holds approximately 40 instructor certificates. He is the Secretary of the Midwest Tactical Officers Association (MTOA) and is on the Board of Directors for the Illinois Police Instructors and Trainers Assocation (IPITA). For the past several years, Shawn has been a scenario coordinator for the IL Tactical Officers Association’s Field Training Exercises. The scenarios developed revolve around workplace violence, school shooter, hostage barricaded subjects, and warrant service. He retired from Hanover Park (IL) Police Dept. as their Crisis Resolution Team Trainer, and is a Charter Member of ILEETA, ITOA and MTOA. Identification, Prevention, Management, and Investigation of Sudden and In-Custody Deaths Instructor Certification – Presenter David Berman The primary focus of the course is to educate attendees about the behavioral cues that a high-risk individual for a sudden or an in-custody death may exhibit. Also, the behavioral cues and statements made by individuals who may be high-risk for jail suicide are examined and explained. If your agency has a holding cell, or if you have ever handcuffed anyone, confronted a person who was mentally ill, tried to restrain an active fighter, or had to transport a restrained individual, this Instructor Course is for you and your agency. Course topics include, but are not limited to, the history of sudden and in-custody death, training issues, use-of-force standards, policy issues, agitated delirium, excited delirium and more. There is a $25 fee for this course. Instructor Certification and Armorer Track – This is an 8-hour course. David Berman has been an instructor for the last 25 years. A former teacher, police officer, Emergency Services Unit member, and currently a police academy instructor and staff instructor for the Institute for the Prevention of In-Custody Deaths, Inc., in addition to serving as an Instructor trainer for Combined Tactical Systems and Stinger Spike Systems. Previously presented at ILEETA 2006. Lamperd Less Lethal Munitions Instructor Certification – Presenter Ed Bogats Goals of the course will be to give the Agency Instructor the means to present a full line of less lethal munitions and their delivery systems in the following ranges: 20 gauge, 12 gauge, and .50 caliber. The Defenders 1 and 2 will be utilized. The Agency Instructor will be able to go back to their agency and instruct the basic curriculum to officers in their respective agency for use within their department’s less lethal force program. An Instructor’s manual along with all testing and practical portions will be provided. This course has both a written exam and a practical portion which must be passed with a minimum scoring. Certifications will be valid for two years and will be issued by Lamperd Less Lethal Ltd. There is no fee for this course. Instructor Certification and Armorer Track – This is an 8-hour course. Ed Bogats is a graduate of the FBI National Academy 222nd Session, and instructs at California University of PA in the Graduate Criminal Justice - Law and Policy Program in Pittsbugh, PA. He holds a Masters Degree in Public Policy and Management from Carnegie Mellon University in Pittsburgh, PA. He is currently in charge of training for Lamperd Less Lethal Ltd. as a Master Instructor Trainer and Fox Labs International in the following disciplines; Use of Force Management, Defender 1 and Defender 2 - 20 gauge munitions, .50 Caliber WASP, 12 gauge munitions, Defensive Tactics "Plain and Simple" and OC Pepper Spray. Teaching Motor Skills to Decision/Judgmental Training – Presenter Shannon Bohrer The instructor/student will be given an outline for teaching motor skills, including skill definitions, motor skill classification, taxonomy of learning, instructional methods and practice outlines as well as teaching/instructor guidance. The instruction in motor skills is then used as supportive objectives for teaching decision/judgmental skills. The decision/judgmental portion is cognitive and attitude based and is more of a terminal objective for all levels of instruction. The instructor will be given an outline guide to develop and implement a judgmental/decision training program. The outline will include the needed topics, part of the program, and sequential requirements for implementation. The program is a guide that can be used for both entrance level and in-service. Films of critical incidents and interviews with offenders and officers will be used for dialog and discussion. There is no fee for this course. Management and Administration of Training Track – This is a 4-hour course. Shannon Bohrer has been a Range Master for the Maryland Police and Correctional Training Commissions since 1999. Instructor Department of Justice, FBI Academy and FBI National Academy 1995 - 1999. Maryland State Trooper from 1968 to 1995. Undergraduate degrees in Criminal Justice and Police Adminstration and a Masters Degree in Management. Law Enforcement instructor for 28 years. Topics include; firearms, officer survival, defensive tactics, chemical agents, batons, use of force and classroom topics on learning. Developed and taught specialized programs for the Department of Justice, United States Attorneys Office and Police Executives attending the FBI National Academy. Simulation Instruction Techniques Update Instructor Certification – Presenter Tim Bollig This is an instructor update certification for Simulation Instruction Techniques. The class is focused on how we can best meet today’s needs in computer-based simulation. Starting by discussing the applications and goals of today’s judgmental training, case law, realism in training, methods of preparing personnel by honing judgment, perception skills, and reinforcing positive behaviors by constructive, factual debriefing of a training session. This presentation requires positive class involvement, by means of objective scenario and instructional discussion as well as physical participation in safe and controlled simulation sessions. This update and techniques are applicable to all computer-based simulation instructors. There is no fee for this course. Instructor Certification and Armorer Track – This is a 4-hour course. Tim Bollig is a 22-year law enforcement veteran. A work history of Detentions, Patrol, Canine, SWAT (Sniper, EMT – Tactical, K9), Narcotics Interdiction along the California-Mexico border, and Training has enabled him to have a diverse instructional base. He served as the department’s primary rifle instructor, while also instructing in other methods of lethal, non- and less-lethal force options as well. Tim also served as Rangemaster for a California POST Police Academy and a community college police department; also to the contracted U.S. Navy: MAA firearms program in San Diego. Now working for Advanced Interactive Systems, he provides judgment, communications, force options, tactics and firearms instruction. He has been a guest instructor and speaker at numerous association training sessions and conferences throughout North America. Use of Force: Are Continuums Still Necessary? – Presenter John Bostain An examination of use of force continuums across jurisdictions reveals that visual models may hinder, rather than help, use of force training. This interactive course introduces a use of force instruction paradigm founded upon landmark Supreme Court opinions, without adherence to continuums. We will discuss common problems associated with use of force continuums and compare an alternative method of effective, consistent training. This course will also address the importance of factual articulation in use of force report writing, and will provide simple report writing tools every officer can use. There is no fee for this course. Officer Safety and Use of Force Track – This is a 1.75-hour course. John Bostain is a Senior Instructor at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia. He is a lead instructor for use of force and reality based training. John has been a law enforcement trainer for the past 10 years, and has instructed a variety of law enforcement topics such as use of force, defensive tactics, firearms, defensive driving and others. John was previously with the Hampton Police Division in Virginia where he served as a uniform patrol officer, police academy instructor, patrol supervisor and SWAT team member. He is also a Member of the ILEETA Advisory Board. Mixed Martial Arts for Law Enforcement Instructor Certification – Presenters Paul Brady and Frank Shamrock This innovative program will cover the concepts of MMA and how they can be adapted to the Law Enforcement environment. With the growing mainstream popularity of MMA those who would engage Law Enforcement personnel are becoming well-versed in the reality based concepts of MMA. To address this concern we must become familiar with the concepts and tactics of MMA. Officers must have the knowledge and tactics to respond when placed in precarious situations so that they can escape and move to positions of advantage and control. All facets of MMA such as Striking, Blocking, Grappling, Takedowns, and Groundfighting will be covered during this hands on and dynamic session. Participants will receive Level One Instructor certification in Mixed Martial Arts for Law Enforcement. There is a $25 fee for this course. Instructor Certification and Armorer Track – This is an 8-hour course. Paul Brady has been an invited presenter at many Law Enforcement conferences. He is the Chief Law Enforcement Instructor for SODCS (Science of Officer Defence and Criminal Submission). He is also the Canadian Border Services Agency (Pacific Region) Use of Force Coordinator. He holds numerous Instructor Trainer and Instructor certifications in such areas as: Defensive Tactics, Dynamic Simulations, Edged Weapons, Oleoresin Capsicum, Baton, and Confrontation Management and Communications. Paul was the Technical Advisor and Subject Matter Expert in the design and implementation of his Agencies Instructor and participant Use of Force Training programs. He is actively involved in instructing all phase of Use of Force and Subject Control Tactics to Law Enforcement Agencies and to the Private Sector throughout Canada and the U.S.A. Frank Shamrock is the 5 time Mixed Martial Arts World Champion and undefeated Ultimate Fighting Champion. He is the Founder SODCS. Frank is in the Martial Arts Hall of Fame and was voted the fighter of the Decade (1990’s). He is considered by many to be the smartest and most innovative combat artist in Martial Arts. Frank has long been recognized as one of the World’s leading authorities in Hand-to-Hand Combat. Frank has trained and continues to train Law Enforcement Officers in his system of Subject control. He also Instructs and presents Martial Arts training seminars Worldwide. Creating Your Own Physical Force System: The Science of Skill Integration – Presenter Robert Bragg The key to developing a well trained “functional” officer is training methodology; terms such as “instinctive”, “seamless”, “principle based” are often ill defined or applied incorrectly. This class will cover concepts of human performance through the principles of motor learning, exercise physiology, and biomechanics. Discussion will include tips on tactics, teaching and training methods to maximize the training delivered to students. This class is a must for academy or special team instructors. At the completion of this class the participant should be able to integrate their particular levels of force application in accordance with sound scientific principles. Participants should be prepared to engage in low-level physical activity. There is no fee for this course. Instructor Development Track – This is a 4-hour course.Robert Bragg currently is and has been since its 1981 the Program Manager of Physical Fitness and Defensive Tactics Instructor Training at the Washington State Criminal Justice Training Center. Bob also serves as a state expert witness regarding police use of defensive tactics. Bob's background includes both a Bachelor of Arts and Master of Science degrees in Physical Education which he has combined with his training in various martial arts to produce a well-rounded and integrated training program. Bob coauthored a regular column “The Trainers Safety Net” and has presented at national seminars such as ASLET, DTN, Monadnock and NLETC. Adult Learning Principles Applied to Academy Training – Presenter Andy Casavant The need to understand and apply adult learning principles is now recognized within the Law Enforcement community. This program will concentrate on the application of these principles to academies and other institutions and will discuss lessons learned while suggesting solutions to program development along adult learning models. Time will also be spent on the implementation of issues related to realistic learning for adults as well as instructor development as it relates to adult learning, emphasizing the need for instructor/trainers to develop as "facilitators". There is no fee for this course. Management and Administration of Training Track – This is a 4-hour course. Andy Casavant has been teaching in Law Enforcement since 1976. In 1997 he was asked to Chair the Curriculum Development Committee at the University of Illinois Police Training Institute where he helped to convert a knowledge-based program to a behavior-based adult learning program. This 7 year effort involved a complete systems overhaul for the academy. After successfully completing this effort, Andy was asked to present the process around the country, particularly to life-long educators at major Universities and Community Colleges. In 2004, Andy used many of these training techniques in IRAQ as the Bureau Chief for Advanced/Reform Training, working for the Department of Justice ICITAP program. Andy is currently involved in Florida's efforts to convert their training curriculum to this student-centered, behavior-based model. Designing Training Miracles – Presenter Dan Chlebos Participants typically retain 5% - 30% of information in average training programs. CJSI will show you how to increase retention up to 75-80%. Strategies and techniques will be discussed and orchestrated in a fashion that will make sense and elevate learning. This workshop is designed to increase learning, assist in understanding student motivation, aid in analysis of personal presentation strengths/weaknesses, planning and designing a program, avoiding common training mistakes and reinforce monitoring for proven results. There is no fee for this course. Instructor Development Track – This is a 4-hour course. Dan Chlebos was a Lieutenant with the Twin Lakes, WI PD, served as an adjunct instructor for two colleges in the Kenosha County, Wisconsin, area and currently teaches CJ classes at Concordia University. After leaving the department he became an investigator for DaimlerChrysler (Corp. HQ). He now serves as lead instructor in the DC Training Division, traveling the U.S., Canada and Mexico extensively. Mr. Chlebos is founder of Criminal Justice Solutions, Inc., a training/consulting company which uses ILEETA members as adjunct faculty and support staff. He is also a member of The Police Policy Studies Council. Police Use of Deadly Force / Incident and Aftermath – Presenter Jeff Chudwin This block of instruction focuses on the legal and tactical issues of police use of force. Officers will examine and discuss actual filmed police use of force incidents and review officer response from arrival on scene to the application of force: ranging from verbal contact to the use of deadly force. Law, policy, tactics, and training will be examined as well as the aftermath of the incident. The effects of force training and use will be considered from the needs of the patrol officer to the administrator. There is no fee for this course. Officer Safety and Use of Force Track – This is a 1.75-hour course. Jeff Chudwin is the Chief of Police for the Village of Olympia Fields IL. He has been a law enforcement officer since 1974 and has also served as an Assistant States Attorney for Will and Cook Counties IL. Jeff has been involved in patrol and tactical officer training since 1978. An active firearms competitor, Chief Chudwin designed the first patrol rifle instructor training program certified by the law enforcement training board of the State of Illinois and instructs both the basic patrol rifle, rifle / carbine instructor, and patrol rifle armorer’s courses. He has presented classes on use of force, firearms, law/policy, and tactics to officers as an instructor for the North East Multi Regional Training Unit of the State of IL. and the Illinois Tactical Officers Association, ASLET, ILEETA, and International Use of Force conferences. Tom Cline joined the Chicago Police Department in 1968. Thirty years sworn, he's now the department’s primary instructor and leading authority on ethics and the prevention of corruption. He developed their training curriculum on Ethics, Leadership, Variant Behavior and Stress Management. He has an MBA from St. Xavier’s University, specializing in training and development. He is a member of the National Commission on Law Enforcement Integrity, president of the IAET, International Association of Ethics Trainers and publisher of Integrity Talk Journal, IAET’s official publication. He's authored Cop Tales! Never Spit in a Man's Face…Unless His Mustache is on Fire and Surviving Storms. REACT and the REACT-OR – Presenter Steve Collins The instructional goal of this course is to introduce defensive tactics instructors to a new way of thinking with regard to bridging the gap between conventional lethal and less-than-lethal methods of force. The rationale behind this is to help reduce lethality and injury during physical confrontation to both officer and offender alike by using the fundamental principles of the REACT system and instigating methods of application of the REACT-OR compliance tool. The course will consist of approximately a one hour introduction to the REACT system followed by an introduction to the REACT-OR compliance tool, a physical demonstration and an opportunity for the students to learn the basic methods of application and practice technique. There is no fee for this course. Specialized and General Training Track – This is a 4-hour course. CEO of PS5 and REACT Tactical Solutions, Steve Collins established his own consultancy in 1986, specializing in the design and production of training and educational material for the law enforcement, defense and security industries. Steve is considered one of the world's leading authorities on weapons, their design and use. He has become a high profile speaker and trainer worldwide and lectures to government agencies, universities and corporate bodies on officer and public safety issues. He has also, for the last 40 years, been actively engaged in the teaching of personal defense to government agencies and the corporate sector. The New Paradigm of Police Firearms Training – Presenter Michael Conti The program is designed to help ensure that our police officers are as well prepared as possible–mentally, physically, and emotionally–to employ their duty pistols safely, efficiently, and effectively when the need arises. This presentation is intended to provide an overview of the New Paradigm program for professional police firearms instructors and administrators. The recently released and critically acclaimed textbook, POLICE PISTOLCRAFT: The Reality-Based New Paradigm of Police Firearms Training, documents the development of this program and will be available for perusal and/or purchase by any interested attendees. There is no fee for this course. Management and Administration of Training Track – This is a 4-hour course. Michael E. Conti is an internationally-recognized, award-winning police firearms instructor and author. Conti developed the New Paradigm Police Firearms Training Program while he served as the founder and director of the Massachusetts State Police (MSP) Firearms Training Unit. He holds numerous instructor certifications and has been designing specialized training courses for members of the police, military, and corporate security sectors since 1991. Conti, a 20-year veteran of the MSP holding the rank of sergeant, is currently assigned to Logan International Airport where he serves as the Director of Aviation Security Policy and Training. He is also the president and director of Saber Group, Inc., a private training and consulting services company. Edged Weapon Defense Instructor Development Course – Presenter Aaron Cunningham This training block introduces the student to the fundamental skills for carrying and handling edged and impact weapons, and is directed at performing basic skills and tactics under real world conditions through Force-on-Target and Force-on-Force exercises. These basic skills are precursors to advanced movement, skill combination and overall readiness for edged and impact weapon defensive skills development. There is no fee for this course. Instructor Development Track – This is a 4-hour course. Aaron is an 8 year veteran police officer with the Chicago Police Department and defensive tactics instructor with Team Spartan. He has over 17 years experience as an instructor in the use of edged weapons and impact weapons and has presented classes on these subjects in South Korea and the United States. He has extensive training experience in Filipino martial arts with Jimmy Tacosa and has also trained with Angel Cabales and Mike Inay. Prevention and Management of Training Injuries – Presenter Fabrice Czarnecki Safe training is a critical concern for every instructor. This class will use lecture, demonstrations, and question and answer sessions to show instructors specific steps they can take to help prevent training injuries, and respond effectively to manage any injuries that may occur. Information will be clear and practical, and based on the instructor's experience as a physician and law enforcement consultant, as well as on current medical and safety research. The class will discuss a wide range of training, including physical fitness training, self-defense and defensive tactics training, and firearms training (live fire and simulation).
